Off-site emergency plans for sites of fuel cycle facilities.

In France, the expression "off-site emergency plans" (PPI) for a nuclear site refers to the planning of all measures that public authorities could take to protect populations in case of an accident involving the installations on the site concerned. The Prefect of the department in which the installation concerned by the accident is located is responsible for implementing this plan. The commitment of counter-measures for protection of the population, and the amplitude of these counter-measures, depend on the proven or potential consequences of the accident. The Prefect takes advice from safety authorities and radiation protection authorities in making the corresponding decisions. Management of the medium and long term consequences of an accident is described in the "post-accident action plan" (PPA), the objective of which is mainly to set down methods of returning to normal life in areas affected by the accident, after the accident has happened. Note also that management of the accident situation within the site concerned is described in the "internal emergency plan" (PUI), which is implemented under the responsibility of the plant operator concerned. The purpose of the present document is to describe the method followed in France to define counter-measures for the protection of populations to be implemented in the case of an accident occurring in a nuclear fuel cycle facility. This paper starts by describing the methods of defining accident situations to be used to define the nature and amplitude of these counter-measures, and then goes on to describe the case of quickly developing accidents, which are the reason for changes currently being made to off-site emergency plans. Finally, application of this procedure to the two largest fuel cycle facilities sites in France is presented.
